At the panel discussion “Limits to the depth and efficiency of AI development in industries and regions” of the event “AI Day in Russia”, which took place on March 13, 2024, the director of the National Center for AI Development under the Government of the Russian Federation (NCRII) Sergey Nakvasin presented the Index of Intellectual Maturity of Economic Sectors, Sectors of the Social Sphere and the Public Administration System of the Russian Federation. He emphasized that “this is the world’s largest study assessing the level of adoption of AI technologies in industries and the social sphere.”
The 2023 Intellectual Maturity Index was prepared in the course of a study conducted by NCRII and other interested parties in order to fulfill the order of the President of the Russian Federation following the results of the conference “Journey to the World of Artificial Intelligence – 2022” No. Pr-172, paragraph 1d)-2 to ensure, starting in 2023, monitoring the results of the use of artificial intelligence technologies in order to assess the level of implementation of these technologies in sectors of the economy and social sphere, as well as the effectiveness of the activities of government bodies and local governments to ensure the implementation of such technologies.
The study is based on a comprehensive assessment of the current level of development, use and impact of AI on socio-economic development, as well as the factors that influence these processes.
In 2023, as part of the joint work of the Ministry of Economic Development of Russia, the Ministry of Digital Development of Russia, NCRII, the Competence Center of the federal project “Artificial Intelligence” (PJSC Sberbank), ANO “Expert Coordination Center of the Commissions of the State Council of the Russian Federation”, ANO “Digital Economy”, Institute of the Information Society and other organizations, a concept for the formation of the Intellectual Maturity Index has been prepared. The study itself involved 4,000 industry organizations, 55 federal authorities, 1,000 regional authorities, and 300 municipal authorities.
