Selected projects

Over the years, the Institute has completed several hundred projects independently or as part of consortia of executors. The following projects should be mentioned here:

Publishing the Information Society journal
IIS, together with the Russian Engineering Academy in 1998, co-founded and released a new version of the journal, published since 1989 by the All-Union Institute for Interdisciplinary Research. Since 2010, the journal has been included in the list of periodicals recommended by the Higher Attestation Commission of the Ministry of Education and Science of Russia for the publication of the results of candidate and doctoral dissertations. Since 2015, it has been included in the Russian Science Citation Index on the Web of Science platform. Since 2020, the journal has been transferred to a digital platform.

Coordinating the activity of the Russian E-development Partnership (PRIOR)
IIS initiated the creation of a voluntary informal association of organizations representing the government, business, academia and civil society, and acted as a coordinating organization for PRIOR (2001-2012).

Participation in organizing and holding the VIII Tver Socio-Economic Forum “Information Society”
Organized by the Association of Managers and the Institute of Contemporary Development with the official support of the President’s Office and the Administration of the Tver Region. Conducted on June 30 – July 1, 2011. IIS was the General Expert Partner of the forum.

Developing an integrated information system of the Federal Research Center of Pediatric Hematology, Oncology and Immunology
Customer: Federal Research and Clinical Center of Pediatric Hematology, Oncology and Immunology of the Ministry of Health and Social Development of the Russian Federation (2010). 

Developing the concept of the city target program “E-Moscow (2011-2013)”
Customer: Moscow City Informatization Department (2010).

The 5th Forum of the Arts and Science Intelligentsia of the CIS Member-States “Innovative and Humanitarian Partnership – the basis of dynamic development of CIS countries”
Customer: The Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation. Held on October 14-15, 2010 at the Moscow State Institute for International Relations. IIS was the main organizer of the forum.

Russia Development Gateway
Created in 2001-2005 with the financial support of the infoDev program of The World Bank, the Ministry of Economic Development and Trade of the Russian Federation within the federal target program “E-Russia (2002-2010)”, as well as the Development Gateway Foundation. Supported until the end of 2010.

Moscow Development Gateway
Created as part of a special program event of the city target program “E-Moscow” in 2003-2005. Supported until the end of 2010.

Infocity Moscow (1998-2006)
The project was started in 1998 by the initiative of the IIS. At the early stages it was completed jointly with the Moscow Telecommunications Corporation COMCOR, Sun Microsystems, Lotus, ATIK and other companies. In 2000 as part of the Infocity the pilot project was launched, which was based at the Tolstoy’s Central Library of the Centralized Library System #1 of the Southern Administrative District of Moscow. The Infocity project gained the status of a separate program event of the municipal program e-Moscow since 2003. In 2006 the IIS enabled development of the draft regulatory, organizational, methodological and operational documents for use and development of the second phase of the Infocity information system as well as participated in content creation for it.

Information and methodological support for creating and utilizing the Russian digital libraries (Elbib Project)
Implemented in 1998-2006 with the financial support of the Russian Foundation for Basic Research.

Participation in developing the unified automated information system “Development – 2”
Customer: Moscow City Department of Economic Policy and Development. Chief executive body – Science and Research Institute of Information Technologies, co-executor – IIS (2004-2005).

Developing the monitoring system of Moscow’s advancement to the information society
Completed as part of the special program event of the E-Moscow city target program (2003-2005).

Europe and Central Asia Virtual University
Initiated by the World Bank Institute in 2001 and was coordinated by the IIS in 2001-2003. In 2002-2003 was supported by the National Training Foundation.

Participation in generating the development concept for the Regional Information and Analytical System of Perm Region for 2005-2007
The chief executor was the the Information and Computing Center of the Perm Regional Administration; other executors include Ural Computer House, IVS Company, IIS, First Perm Internet Center, and Parma-Telecom Company (2004).

Participating in organizing contest “Best Region in the ICT Field”
The contest was held in 2002 and 2003 as part of the federal target program “E-Russia” with RosBusinessConsulting as a chief executor. IIS developed the contest’s concept, methodology for determining the winners, nominations, criteria for evaluating the regions, and surveys for estimating the level of regional electronic development.

Network integration of electronic information resources of the leading Russian libraries and information centers (LibWeb)
LibWeb became an IIS project in 1998, before that it was carried out on the initiative of several founders of the Institute since 1995 with the support of the Russian Foundation for Basic Research, the Ministry of Science and Technology of the Russian Federation and since 1996 – of the Russian Humanitarian Science Foundation. Completed in 2003.

IIS legislative projects (2001-2003)

  • Comparative analysis of the legislation regulating the processes of creation and use of the Russian Federation information resources – the Institute’s expert report completed by the request of the Moscow City Duma in 2000.
  • Developing the Moscow Municipal Law “About Information Resources and Informatization of Moscow” – drafted by IIS jointly with the Public Expert Council of the Moscow City Duma on “Information, Informatization, Telecommunication, and Television” in 2000-2001 by request of the Moscow City Duma and Moscow city government. The law was adopted by the Moscow City Duma on October 24, 2001 (#52).
  • Developing the law “About Guarantees of Information Availability regarding the Work of Moscow Municipal Governmental Authorities” – drafted by IIS jointly with the Public Expert Council of the Moscow City Duma on “Information, Informatization, Telecommunication, and Television” in 2001-2003. The law was adopted by the Moscow City Duma on March 31, 2004 (#20).

Participating in the development of the concept of facilitating the international collaboration and external economic relations in the ICT sphere, including the process of Russia’s joining to the WTO
Customer: Russian Federation Ministry of Communication and Informatization

Preparing the concept of specialized information system “Government Portal”
The work was completed by the request of the Russian Federation Ministry of Communication and Informatization as part of the federal target program E-Russia (2002-2010). The chief executor was the Information Business Systems company, co-executor – IIS (2002).

Development of a comprehensive program for Moscow’s advancement to the information society (E-Moscow 2003-2007)
Customer: Moscow City Department of Economic Policy and Development. Coordinator – IIS (2001-2002). Approved by the Decree of the Government of Moscow No. 367-PP dated May 13, 2003. It has been implemented as a city target program since the end of 2003.

Concept of Moscow’s Advancement to the Information Society
Elaborated by IIS in response to the request by the Moscow City Department of Economic Policy and Development and approved on July 20, 2001 by the Moscow Mayor’s Resolution No. 715-РМ.

Russian-English Glossary on the Information Society
Joint project by the IIS and the British Council Russia, which was implemented in 2001. Resulted in developing the two-language glossary including 100 basic terms and concepts of the information society.

Participation in the development of the e-government concept
Carried out on behalf of the Ministry of the Russian Federation for Communications and Informatization by the Institute for System Analysis of the Russian Academy of Sciences in cooperation with IIS and other organizations (2001).

Participation in developing the systemic project of creating the Moscow Citywide Information System
Implemented in 1997-1998 by the IIS jointly with the Moscow Telecommunications Corporation COMCOR, InfoDom Company, and other organizations.
