The Institute of the Information Society (IIS) is an independent research and service organization established on September 7, 1998 at the initiative of renowned experts in the field of information technology, telecommunications and information policy, united by the idea of developing an information society in Russia.

- Formation and development of the information society in Russia, Russia’s integration into the global information society
- Creating favorable conditions for effective interaction between the subjects of the information society
- Enabling fair competition in the communication and information market, as well as for the development of information resources, technologies, infrastructure and services

- Conducting R&D focused on information society, digital economy and knowledge economy
- Drafting the legislation and conducting expert analyses of bills and regulations aimed at developing the information society, digital economy and knowledge economy
- Political, socio-economic, scientific and technical forecasting on the development of the information society, digital economy and knowledge economy
- Revising, elaborating and implementing programs and projects aimed at developing the information society, digital economy and knowledge economy
- Disseminating knowledge, including the creation and distribution of printed, electronic, audio and video information on the development of the information society, the digital economy and the knowledge economy
- Facilitating the international cooperation in the formation of the information society, digital economy and knowledge economy
