Cooperation

The Institute actively cooperates with Russian and international organizations and is involved in a number of initiatives, which allows it to be at the forefront of professional activities in the development of the information society, makes it ensure the quality standards of work comparable to world ones, significantly expands the horizons of its activities.

Currently, the institute has valid cooperation agreements with the following organizations:

The Institute took an active part in the activities of several international organizations promoting the development of the information society and the knowledge economy:

• Global Knowledge Partnership (GKP) – IIS was a member of the GKP from 2000 to 2011. In January 2005, the Institute served as the GKP Regional Coordinator for Central and Eastern Europe.
• Central and Eastern European Networking Association (CEENet) – 1998-2010.
• International Federation of Library Associations and Institutions (IFLA) – IIS General Director Tatiana Ershova was a member of the Standing Committee of the Management and Marketing Section from 1998 to 2001; Chairman of IIS Board of Directors Yuri Hohlov was a member and chairman of the Standing Committee of the Information Technology Section from 1998 to 2001; IIS was an institutional member of IFLA from 1999 to 2001.

The Institute has also been involved in a number of initiatives that promote the use of ICTs for inclusive development, in particular:

• Working group of ANO “Digital Economy” on artificial intelligence – Chairman of the IIS Board of Directors Yuri Hohlov has been a member of the group since May 13, 2021.
• Subcommittee “Data” (PC 02) as part of the Technical Committee for Standardization “Artificial Intelligence” (TC 164) on the basis of RVC – Chairman of the IIS Board of Directors Yuri Hohlov is the chairman of PC 02 from September 2020 to the present.
• Digital Transformation Council of the Autonomous Non-commercial Organization “Digital Economy” – Chairman of the IIS Board of Directors Yuri Hohlov has been a member of this council from 2018 to the present.
• Expert Council under the Government of the Russian Federation – Chairman of the IIS Board of Directors Yuri Hohlov was a member of this council in 2014-2018.
• Working Group on the Measurement and Evaluation Tool for E-Participation Readiness (METEP) established by the Division for Social Policy and Development of the United Nations Department of Economic and Social Affairs (UNDESA) – Chairman of IIS Board of Directors Yuri Hohlov and IIS General Director Tatiana Ershova worked in the group in 2013-2015.
• WSIS Action Line C7 e-Government – Chairman of IIS Board of Directors Yuri Hohlov, by nomination of UN DESA, was coordinator of this action line in 2012-2017.
• Council under the President of Russia for the Development of the Information Society – in 2009-2012, Chairman of IIS Board of Directors Yuri Hohlov was its deputy head, and IIS General Director Tatiana Ershova was chairman of a section of the expert advisory group of this council.
• Future of Government Global Agenda Council of the World Economic Forum – Chairman of IIS Board of Directors Yuri Hohlov was member of this council in 2008-2012.
• Global Alliance for Information and Communication Technologies and Development (GAID) – IIS General Director Tatiana Ershova was member of GAID High-level Advisory Group in 2006-2012.
• Information Society and Regional Cooperation Sub-Committee of the of the Swedish-Russian Intergovernmental Council – Chairman of IIS Board of Directors Yuri Hohlov was co-coordinator of the sub-committee on the development and use of ICT in the socio-economic sphere and regional cooperation in 2005-2008.
• WSIS Multi-Stakeholder Partnership Family – IIS General Director Tatiana Ershova served as a coordinator of this WSIS civil society family from September 2005 to December 2007.
• United Nations ICT Task Force Europe and Central Asia Regional Network (UN ICT TF EuCAs) – Chairman of the IIS Board of Directors Yuri Hohlov was coordinator of the UN ICT TF EuCAs in 2002-2005; the IIS General Director Tatiana Ershova was the Head of the Moscow secretariat of the UN ICT TF EuCAs in 2002-2005.
• United Nations ICT Task Force – IIS General Director Tatiana Ershova was member of the UN ICT Task Force on the national strategies of e-development in 2002-2005; Chairman of the IIS Board of Directors Yuri Hohlov was a member of the Working Party on ICT Indicators and Millennium Development Goals Mapping in 2004-2005.
• Expert Council for Regional Competitions of the Federal Target Program “Electronic Russia (2002-2010)” of the Ministry of Economic Development and Trade of the Russian Federation – Chairman of the IIS Board of Directors Yuri Hohlov was a member of the council in 2002-2003.
• Development Gateway – IIS General Director Tatiana Ershova was the head of the Russia Development Gateway project as a national segment of the international network of development gateways from 2001 to 2010; Chairman of the IIS Board of Directors Yuri Hohlov was the technology coordinator of the Russia Development Gateway project from 2002 to 2010.
• Public Expert Council of the Moscow City Duma (Council) on the Development of the Information Society – Chairman of the IIS Board of Directors Yuri Hohlov headed the council in 2002-2006.
• Russian E-Development Partnership (PRIOR) – Chairman of the IIS Board of Directors Yuri Hohlov was the chairman of the expert council, and the IIS General Director Tatiana Ershova was Head of PRIOR Directorate in 2001-2010.
• G8 Digital Opportunity Task Force (DOT Force) – Head of IIS Directorate for Legal Programs Mikhail Yakushev was a member of this group during the entire period of its work (2000-2001).
• Technology Empowerment Network (TEN ) – Chairman of the IIS Board of Directors Yuri Hohlov was TEN member in 2001-2012.
• Global Development Network (GDN) – Chairman of the IIS Board of Directors Yuri Hohlov participated in GDN activities in 2001-2012.
• Stockholm Challenge – Chairman of the IIS Board of Directors Yuri Hohlov was a member of the international jury of this competition, which became a successor of the Global Bangemann Challenge competition, since its establishment in 2000 and up to 2007;  IIS General Director Tatiana Ershova was a member of the international jury of this competition in 2008-2010.
• DELOS Network of Excellence for Digital Libraries – Chairman of the IIS Board of Directors Yuri Hohlov was a member of the Advisory Board of this consortium in 1999-2003.
• Global Junior Challenge – IIS General Director Tatiana Ershova served as a member of the international jury of this competition, which recognizes the best world achievements in the sphere of using ICT for education and fostering children and youth, in 1999-2009.
• Global Bangemann Challenge – Chairman of the IIS Board of Directors Yuri Hohlov had been a member of the international jury of this competition, which recognized the best world achievements in the sphere of ICT use for development, until its closure in 1999.
• Public Expert Council of the Moscow City Duma on Information, Informatization, Communications, Telecommunications and Television – from April 1998 to December 2001 Chairman of the IIS Board of Directors Yuri Hohlov was the chairman of this council, and IIS General Director Tatiana Ershova – chairman of the section on the strategy for the development of the information society.
