On December 12, 2023, the “E+AI” conference was held at the ANO “Digital Economy” site, dedicated to discussing government support measures and benefits available to developers of AI technologies and organizations interested in implementing such technologies in their activities.
Experts from ANO “Digital Economy”, the Ministry of Economic Development of Russia, the Ministry of Industry and Trade of Russia, the Federal Tax Service of Russia, the Skolkovo Foundation, the Innovation Assistance Fund and other organizations, including the Institute of the Information Society (IIS), held a discussion about the implemented government support measures and benefits for developers and organizations in field of artificial intelligence. The event was moderated by Alexey Sidoryuk, director of the Digital Transformation of Industries direction of the ANO “Digital Economy”.
Nikita Yakunov, Head of the Department of Strategic Development and Innovation of the Russian Ministry of Economic Development, presented a system of measures to support the development of artificial intelligence technologies in Russia within the framework of the federal project “Artificial Intelligence”.
Dmitry Trunov, Deputy Director of the Digital Economy project office of the Skolkovo Foundation, spoke about measures of state support for customers of artificial intelligence technologies. In his speech, he reviewed the key criteria for evaluating pilot projects.
The report of the Innovation Promotion Fund was dedicated to grant support for AI specialists and startups. Head of the Department of National Projects and State Programs of the Innovation Promotion Foundation Tatyana Soyuznova spoke about the Foundation’s grant instruments, which were implemented in 2023 and are planned for 2024.
Marina Bakcheeva, head of the Department of Taxation of Legal Entities of the Federal Tax Service of Russia, spoke about the tax measures taken by the government to support the development and implementation of domestic artificial intelligence technologies. Alexander Sergeev, General Director of the Federal Center for Applied Development of Artificial Intelligence, spoke about support measures for the development of hardware and software systems.
Further work proceeded in groups to develop proposals:
Group 1 – Proposals for support measures for the Skolkovo Foundation
Group 2 – Proposals for support measures for the Innovation Promotion Fund
Group 3 – Proposals for tax incentives of the Federal Tax Service of Russia
The Chairman of the IIS Board of Directors Yuri Hohlov worked in Group 3.
The meeting participants discussed existing measures and benefits for developers of AI technologies and proposed amendments and new measures that would improve the process of providing benefits to specialists and organizations.
As a result of the meeting, proposals were formed that will be submitted to the Russian Ministry of Economic Development, development institutions, and the Federal Tax Service of Russia.
