The IIS leader took part in several events of the international scientific and technical forum “ARMY-2023”.
Yuri Hohlov, Chairman of the IIS Board of Directors, full member of the Russian Academy of Engineering, together with Tatyana Pakholko, Vice President of the Moscow Association of Entrepreneurs, member of the Interdepartmental Working Group of the Collegium of the Military Industrial Commission of the Russian Federation on Diversification, co-moderated the round table “Industrial Infrastructure Development. Technological readiness. New Opportunities”, which took place on August 15, 2023.
The subject of discussion was the development of the industrial infrastructure of Russian regions and the use of the achievements of digital transformation at the regional level. The discussion was attended by representatives of regional executive authorities, state corporations, industrial enterprises of the defense industry and public organizations.
Among the speakers were the Minister of Industry, New Technologies and Natural Resources of the Chelyabinsk Region Pavel Ryzhiy and the Director of the Chelyabinsk Region Industry Development Fund Sergey Kazakov; the Director of the Association of Clusters, Technoparks and Special Economic Zones of Russia Mikhail Labudin; the Director of the Biomedical Union Mikhail Losev; the Leading Engineer of the National Research Center “Kurchatov Institute” – Central Research Institute of structural materials “Prometheus” Oleg Glibenko and others.
On August 16, 2023, within the framework of the Congress “Strategic Leadership and Artificial Intelligence Technologies”, which traditionally takes place within the framework of the ARMY Forum, a meeting of the section “Artificial Intelligence Technologies: From Science to Practice” was held, at which the results and prospects for implementation of AI technologies in order to create synergy between business, science and education were discussed.
The event was attended by 18 speakers, including Natalya Kasperskaya, President of the InfoWatch Group of Companies; Anatoly Vasserman, Deputy of the State Duma of the Russian Federation; Alexei Semenov, full member of the Russian Academy of Sciences, Head of the Department of Mathematical Logic and Theory of Algorithms at Lomonosov Moscow State University, and President of the RUSSOFT Association Valentin Makarov . The event was moderated by Vice-Rector for Science of Peter the Great St. Petersburg Polytechnic University Vladimir Nelyub.
The speakers paid special attention to the challenges and risks of the development and use of AI, the need for close cooperation between researchers, developers and consumers of AI-based products, including the necessity to ensure the sovereignty and technological leadership of the Russian Federation in this area. The problems of training and retaining IT specialists in the country under sanctions in order to create import-independent domestic solutions based on AI that are not inferior or superior to foreign counterparts in terms of technical characteristics were noted.
Yuri Hohlov made a presentation on “The landscape of international standardization of artificial intelligence”, emphasizing the importance and need for the formation of national standardization in the field of AI, which allows the transfer of accumulated knowledge and successful practices in the creation and use of AI systems.
Another session of the Congress “Strategic Leadership and Artificial Intelligence Technologies”, held on August 18, 2023, was devoted to the legal regulation of AI technologies, including discussion of the subject of the upcoming draft federal law on artificial intelligence.
The discussion participants focused on the problems that should be resolved in the future law, balancing the interests of government, business and citizens, developers and consumers of AI products, taking into account the specifics of using AI in various fields of activity.
Among the speakers were Senator of the Federation Council Konstantin Dolgov, Director of the National Center for the Development of Artificial Intelligence under the Government of the Russian Federation Sergey Nakvasin, Managing Director of the AI Regulation Center of Sberbank Andrey Neznamov, President of the RUSSOFT Association Valentin Makarov, Head of the Department of the Ministry of Digital Development of Russia Veronika Strogoleva, Director of the Department of Regulatory and methodological support of the Federal Center for Applied Development of Artificial Intelligence Andrey Chukarin and others.
