Priority should be given to creating an enabling environment for the implementation of such activities, such as public policy, regulation, resource provision, training, research and development, digital infrastructure, trust and security. Particular emphasis should be made on the formation of high-quality data arrays, without which it is impossible to use artificial intelligence technologies in general and machine learning in particular.
