Alexander was born in the city of Lisichansk, Luhansk region, in 1992.
In 2010, he graduated from the Lisichansk multidisciplinary gymnasium with a gold medal with a degree in mechanical engineering.
In 2014, he graduated with honors from the Faculty of Information and Communication Technologies of the Moscow State University of Economics, Statistics and Informatics (MESI) with a Bachelor’s degree in Applied Informatics. During his studies at MESI he became a prize-winner of all-Russian and international competitions and Olympiads in applied informatics and economics.
In the period from 2013 to 2014, he worked at MESI as a specialist of the fundraising department, where he prepared applications for participation in tenders, developed analytical reporting for the management of the University. He combined the position of a specialist with the position of an analyst at the MESI Scientific and Educational Center.
In 2016, he graduated from the Research University Higher School of Economics at the Faculty of Applied Mathematics (Management Systems and Information Processing in Engineering).
In 2015, he joined the Institute of the Information Society as an analyst. In this capacity he took an active part in the implementation of more than 50 research and consulting projects carried out by orders of government authorities of different levels, as well as private companies. In 2020, he headed the Directorate of Sectoral Programs at IIS. In December 2022, he was appointed CEO of IIS.
Since 2017, he has been a lecturer at the IIS Base department of the digital economy of the Plekhanov Russian University of Economics. In addition to conducting lectures and practical classes, he actively participates in the development of new and updating existing educational programs and electronic educational resources.
He has several scientific and analytical publications on the development of the digital economy. He is member of Subcommittee 02 “Data” of Technical Committee for Standardization 164 “Artificial Intelligence”.
From 1999 to 2010 he was engaged in karate. He holds the title of candidate for master of sports of Ukraine, is champion of Ukraine in different age categories.
Alexander is married. He is fluent in English and Ukrainian.
